At Derbyshire, we have been on a journey to transform the way we deliver highway services to make them fit for the future and allow us to invest effectively in our network. As we begin to implement our new structure, we have an exciting opportunity in our Highways Professional Services Service.
In Professional services, we undertake design and project management work on behalf of the highways team and the wider Place directorate. We have recently procured a long term, strategic Partnership and this role is key to ensuring that we derive the benefits from our mixed economy service model.
The successful candidate will also manage our access to other large-scale frameworks covering consultancy and construction whilst supporting the management of our internal resource profile and professional services pipeline. Reporting to the Head of Professional Services, the successful candidate will ensure that the Highways Service and the wider Place directorate have access to an effective and value for money supply chain.
Key responsibilities for this role are:
+ Management of strategic delivery partnerships and frameworks which are owned by the Highways Service, including day to day management of the Professional Services Partnership.
+ Managing the business support team within the Professional Services function.
+ Creation and operation of a resourcing strategy which manages both short- and longer-term workload for our Professional Services Service.
+ Managing the creation of contractual documentation for services and projects in a format that is appropriate for the planned procurement route and which is compliant with the councils governance processes.
+ Working with the Head of Professional Services to develop a model for sustainable, internally delivered professional services. This involves maximising the value for money which the council achieves from maintaining a skilled, internal workforce which is complimented by external suppliers.

+ Relevant professional qualification plus significant experience in a similar work environment or extensive experience in the procurement and management of complex construction and professional services contracts
+ Substantial experience of the operation of the NEC suite of contracts aligned with a knowledge of contract law and procurement regulations as applied to construction and professional services.
+ Experience of managing long term contracts and relationships. Including the use of service data to set challenging targets and monitor subsequent performance.
+ An ability to negotiate with key partners, stakeholders, professionals, and businesses to build collaborative solutions.
+ Good self- awareness and strong interpersonal skills to develop productive, strategic working relationships in a political environment.
