Full Job Description

The main purpose of the role is to provide professional advice, guidance and coaching to designated business areas covering all elements of HR policy, procedure and practice, to enable delivery of policing services.

Main Responsibilities:

Provide day to day professional leadership, management and development of HR Officers to ensure delivery of an effective HR service

Act as principal advisor to senior management teams on all matters relating to management of their staff including employment legislation, Police Regulations and Determinations, Police staff terms and conditions of service and HR policies and procedures.

Coach and support managers in the effective management of staff performance, attendance and conduct including the use of management information to support decision making.

Advise business leads on the implementation of local workforce and succession planning and talent management strategies to ensure the business area has sufficient staff with the required skills to deliver the business area's objectives whilst maintaining accurate establishment and associated records.

Support business leads in the implementation of organisational change including preparation of business cases, consultation, and application of HR policy.

Support the Head of HR and business leads in developing positive working relations with local Trade Union and staff association representatives including formal consultation processes.

Ensure senior managers have access to timely and accurate management information relating to their business areas (e.g. sickness absence, workforce structure and composition)

Assist the Head of HR with the management of Employment Tribunal claims against the organisation.

Support the Head of HR with the delivery of business plans for Human Resources ensuring that agreed service levels are met

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

Advanced level diploma in HR Management, or equivalent (e.g. Grad CIPD)

Chartered membership of the Chartered Institute of Personnel and Development

Sound knowledge of employment and equality legislation, with knowledge of Police staff terms conditions of service and Police Regulations desirable.

Commitment to continuous professional development

Experience:

Proven experience of operating at a management level within HR

Experience of contributing at a strategic level, developing and implementing HR policy and procedures

Experience in the provision of professional HR advice to senior managers within a complex organisation.

Experience of delivering change management

Key Skills:

Excellent oral and written communication skills

Ability to build effective working relationships at all levels of the organisation.

Effective interpersonal skills to be able to influence senior leaders, resolve conflict and deal with sensitive issues.
