Full Job Description

Bolton Council has an exciting opportunity for a Fleet and Transport Service Manager to be responsible for the maintenance, development, operational planning and delivery of the Council's Fleet and Transport Service. The post holder will also be responsible for ensuring that the council is fully compliant with the undertakings of its operator licence and all other legal responsibilities relating to the operation of a large local authority fleet.

You will be responsible for the management of an operational workshop team which maintains, repairs and services a diverse council fleet of over 250 vehicles and a wide variety of plant and other equipment.

The role will require excellent knowledge of vehicle legislation and compliance to ensure vehicles are safe and roadworthy and being operated in compliance with all relevant legislation. The successful candidate should have sound knowledge of the undertakings of the Council's operator licence and will oversee and maintain the council's in-house class 4 and 7 MOT and tachograph calibration.

The role will include engagement with senior managers from a range of different directorates and services, to ensure delivery of key priorities and tasks reflected in the Bolton Vision 2030 Delivery Plan, Corporate Plan, Place Directorate Plan, and the Department's Service Plan.

The successful candidate will be expected to manage, monitor and report on revenue and capital budgets, identifying key areas of variance, potential financial pressures, and associated mitigation strategies.

The successful candidate will also be expected to challenge existing service delivery practice, structures, processes, policies and identify opportunities for service development and adoption of best practice working arrangements. In doing so, to undertake and support staff consultation processes, including timely engagement with relevant Trade Unions and Elected Members regarding savings, efficiency, and business transformation projects.

You will be an experienced manager with experience relevant to the role. You will ideally have significant experience and knowledge of fleet and transport management operations and of vehicle and equipment maintenance operations.

You will have the ability to effectively deliver services within the context of the job description including knowledge of:

  • Relevant fleet/transport management legislation


  • Compliance with all relevant legislation


  • Project and programme management


  • You will have strong leadership and people management skills and an ability to motivate and inspire employees so they can reach their full potential. You will also have the ability to manage staff, giving them a clear work programme, monitoring their performance and providing support and guidance.

    Although not essential, you will ideally hold a Certificate of Professional Competence in Road Transport., This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English as per the person specification.
